Since January 1, 2019, the owners of residential premises, registered in the emehmon.uz system, have the right to conclude short-term lease agreements for residential premises for up to 30 days in electronic form without notarization and registration with the tax authorities. This is stated in the draft resolution "On additional measures to improve the procedure for providing certain types of premises for temporary residence" on the portal regulation.gov.uz.

The owners of residential premises that provide residential premises in the short-term lease of up to 30 days, but not more than 60 days a year, can provide accommodation services without registering as a business entity. Providing residential premises for short-term rent of up to 30 days for more than 60 days per year are required to register as business entities and use the rented residential premises as a means of accommodation in the manner prescribed by law. Residential premises provided for rent are certified in a simplified manner by including them in the unified register of the accounting of rental contracts for residential premises formed in the system, with issuing an appropriate extract from the registry.

The draft resolution states that the landlord, the administration and the personnel of the accommodation facility are not liable if, as a result of an audit carried out by law enforcement agencies on a complaint from a third party or a representative of the administration (landlord), it will be determined that the person occupying the place or number in the accommodation facility commits an unlawful act, except in cases of their complicity in the act established in the manner prescribed by law.

Responsibility for the payment of the tourist fee shall be borne by persons who receive and (or) temporarily accommodate persons who, in accordance with the law, are obliged to pay the tourist fee.
